Games not unlike pinball date back to ancient Greece in the form of  outdoor games that used round stones and holes dug in a hillside. In France a game called bagetelle was played in the 18th Century. Bagetelle is reported as being a mechanical ancestor of the pinball machine.

As to  who invented the first pinball machine, there has been much debate. The generally accepted answer is that the first coin-operated, pinball machine, was built by Raymond Maloney in 1931 and was called "Ballyhoo" (he later founded the Bally Manufacturing Co.). The term pinball, however, was not widely used until 1936.
